​There is currently an intense technological race between the US and China to develop the most advanced AI, which drives American politics. Trump, who holds considerable influence over Congress, strongly supports accelerating AI development by any means necessary, in fear from losing to China.
In contrast, Biden has tried to place more emphasis on safety regulations to protect the public from malicious use.

According to Manny Ledesma, a staffer for Mark Warner, Congress is reactionary; they are unlikely to pursue AI regulations during the competition with China unless a major incident occurs that impacts the entire nation. Many others, such as Connor Glissen, a staffer for Marsha Blackburn, desire for transparency, and a normalized bill for AI across the nation.
​There is not much movement from the Federal Government when it comes to making federal AI policies, so states have been taking the lead. States like Colorado and New York have recently (as of July, 2025) passed AI regulation bills, and many other states have taken passing AI regulations into their own hands.
